Bout of Books 15.0 Challenge/Day 4 Villain Mash Up

So today's challenge is to Mash up some villains you want to see fight. It could be physical or mental. And this challenge is brought to you by #boutofbooks and Bingeing on Books


Some I'm going to pick..........

Queen Levana

   President Snow 

 I'm not so sure if these characters should fight or have a super evil offspring. However that would be a horrible idea, so Fight! 

• Both characters are extremely evil with a 'beautiful' outer shell. (Just a side note, I haven't finished all of the lunar chronicles so I'm going on what I've read of Cinder for Queen Levana)  
• Both have a bit of power to control peoples minds and feelings. Queen Levana mentally and President Snow through physical means.
• Both have an air about then and a mystic.
• Both are on the knives edge of sharp and ruthless. 
• Both are overseers of their people and use their people to their own advantages.
• Both are able to judge people and form evil plots.

 If would be more interesting to see these two evil minds plot against each other in order to control the world/universe. I'm feeling like President Snow may lose because Queen Levana rules multiple worlds and many different people, plus she has other worldly powers. However, I would put it pass President Snow to use those strengths as weakness. Who do you think would win?
